«AVIAVOENREMONT» COORDINATES WORK OF ITS PLANTS- PARTICIPANTS

State Concern «Aviavoenremont» was established on 7th June 2005 according to the Order of Minister of Defence of Ukraine ¹ 310. Ten state plants of the Ministry of Defence of entered into the Concern.

Study of experience of aircraft repair field of world leading countries and current competitive environment condition of the world, where Ukrainian plants work, were an incitement to establishment of the Concern. Aspiration of directors and collectives of the plants for such a concern creation is observed during last years. That’s why realization of the idea like a concern establishment became a logical consequence of the world tendencies which are observed in management of the well-developed countries taking into account market transformations in the country, economic sector reforming in the Armed Forces of Ukraine, bringing of Ukrainian army’s standards to Armies of European Countries.

The Concern is created for providing the united system and repair coordination, modernization and aircraft production, rendering services on government work for needs of the Ministry of Defence of Ukraine and other home and foreign customers, production release, works and services performance for national economics needs.

In addition, there is a necessity of highly skilled specialists retention who work in the enterprises of the Ministry of Defence of Ukraine and capital investment for industry development, elaboration of its development conception based on need in modernization, technical updating and reequipment of production. For today it is necessary requirement to hold out in the market and enter into competition with other manufacturing plants. Taking into consideration, that the Ministry of Defence of Ukraine has reduced a share of orders lately, it is necessary to increase substantially number of customers from other ministries and departments in the home and foreign markets.

Our main tasks:

• Centralization and coordination of scientific-technical and manufacturing development, investment, financial, external economic and other activities of the Concern’s participants;
• All types of aircraft repair and overhaul;
• Aircraft and equipment modernization;
• Other services rendering in both home and foreign markets;
• Efficient use of capital assets, human, material, financial and other resources of participants;
• Measures aimed at improving and competitiveness of products manufactured by participants;
• Problems solving of socio-economic development of participants;
• Observance of production methods requirements, storage of products, state property keeping, rational use of assets.

In the services list of the Concern plants there aircraft of types Àn, ÌiG, IL, Su, light aircraft and unmanned aerial vehicles; helicopters Ìi and Êà and their modifications; engines, helicopter reduction gears, numerous units, assemblies and equipment.

Main element of the Concern’s activity is creation of the most optimal formula of plants` production cooperation between themselves. It’s not a secret that lately plants have been left to the mercy of fate and have tried to survive at the cost of producing almost all the range of products. That’s why important task of the Concern is adjustment of work according to the well-known law of division of labour which says that the best ratio of the “quality-price” is possible only in case of the narrow specialization of production. On the other hand, in conditions of the market competition, instability of our economics it is important not to accentuate on one or several types of products.

There is one more advantage of the Concern activity – it should create the best basis for capital investment for the plants of the field because it will act as the representative of all the plants which are its participants, and guarantee accomplishment of the investment obligations by provision of consolidated statement of financial condition of the Concern. Priorities will be determined by not a single plant but all the plants – participants of the Concern as a superior authority of the Concern is a board of directors including all the directors of our plants. And that is guarantee of stability, responsiveness of interests of all the participants. That’s why a question of concentration of human, financial, manufacturing resources and facilities will be solved jointly and can become ponderable factor of development, modernization and concentration of efforts on the priority directions for everybody. We are sure in future projects will be realized faster, with better quality and results.

Also the Concern will give an opportunity to restore scientific elaborations of new samples of products in interests of both military and commercial enterprises.

So, in the near future there will be good foundations for further development of aircraft repair plants. And it will allow to solve many socio-economic questions like human resources retention and retraining, exclusion of unprofitableness of a plant, indebtness to personnel and state.

Profit earning is the principal thing for activity of any producer. For today all our plants are profitable and later on their ratings will increase. In addition, in our work we try to take into account interests of all the parties: State, Ministry of Defence of Ukraine, Concern, every plant, labour collectives. Only use of such methods can guarantee stability and definite course in work of the Concern.
